McVay explained the proposal aims to treat a tipped backward pass that goes forward past the line of scrimmage similarly to a fumble, preventing teams from advancing the ball favorably. He emphasized the play was accurately officiated but wished to prevent future "Holy Roller" style scenarios. "If it doesn't go through, I'm not losing any sleep over it," McVay said. "It's a very rare play." Beyond the backward pass rule, the Rams also submitted a proposal for a 40-second limit on booth reviews following the lengthy delay in the Seattle game.
